A very cherished relative who passed several years ago was not buried, but instead was cremated. We scattered the ashes in the ocean.

Now we would like a place similar to a graveyard where we could pay respects to her or put flowers at every so often, like a memorial. We thought about planting a tree or buying a spot of land. Any other ideas? Please, only serious ideas.

What a nice thought. A tree that will grow and give shade to so many sounds so good.

Depends on economics. Paying for a girl child's education will also be a memorial in her name.
may her soul rest in peace.

Many communities have PARKS that are owned by the city, town etc. Call you local government and see if you can donate a small tree and have it planted in your deceased friends name. You can then visit the site and remember your friend and watch the 'special' tree grow.
I work in the cemetery industry and we have people asking for permission to donate a tree in someones memory. It works.
We also have a place that people can have a small bronze nameplate made and installed on a large plaque with other names. It is a place to see the name of deceased person that had their cremated remains scattered. Its is a nice touch.

Maybe a symbolic place in the sea close to shore. Plus planting a tree there. Also a place at home; a corner where you keep a picture of your relative with fresh flowers all the time.
The opportunities are many.
