When someone tells you To Get A Life...it usually means that you're Not Living Life...you're just going through the motions. So it suggests to go out there, DO something with your life instead of sitting around doing nothing* LIVE LIFE to the FULLEST as LIfe is too short to waste away*
How you go about getting a life........start by doing things that interest you, have fun with, meet people....basically LIVE LIFE*

It usually means that you said something out of line or silly, and the words get a life means to fill your life with school, work and entertainment, you can get it by leading an interesting life by enjoying yourself and working towards you goals, eg plans to go to college, playing a sport you enjoy, doing your homework and assignments, fill you life with what you want.
