Do a beauty shop! Put their hair into funky ways, put a little make up on, paint their fingernails. They'll have a great time! Bring some of your clothes and they can have a fashion show. Get a disposable camera, and take pictures of them in their "beautiful" dresses. My daughters love raiding their Auntie's closet. Her tops make great dresses. Bring a batch of premade cookies and cook them. Bring jimmies with you, then they will have a surprise for Mommy when she gets home. Little girls are so much fun.

play-doh is funy and easy to cleanup. Inexpensive too.
have a coloring contest, but then "everyone wins" (so no tears) and everyone gets a prize such as a couple oreos or something.
if there is a large, open play room then you can play duck duck goose or hide & seek.
sometimes even cleaning up the toys before mom and dad come home can be a fun game. turn it in to a contest, whoever can get the most toys in to the toy bins wins.
girls also always love playing house!
Good luck!

Try going to Playhouse Disney.com and there are some games for them and it also depends on what shows they are interested in. If they watch PBS on channel 9 you can have them go to www.pbskids.com and click on there fave shows and play games.

-Hide-And-Seek
-board games and card games (Monopoly, Life, Go Fish)
-if it's warm enough, go outside and play with them (sidewalk chalk, jump-rope, basketball)
-Make cookies with them (but be careful, these girls are young, you need to be in control the whole time)

There are lots of things you can do.... just think about the things you did when you were little.
