If she wanted to date she would probably find a way to make time at least once. She probably just wants the picture because you guys are friends and she is in it.

could not mean anything but she wants to remember her old friend....and if you ask her out and she keeps saying she is busy i would not ask her anymore....she may just want to keep it on the friend level and nothing more..
