It is part of the Apostles' Creed which professes the descent or coming down of the Holy Spirit (the third Person of the Blessed Trinity) on Christ's apostles and the Blessed Virgin Mary. The Holy Spirit came upon them in the form of tongues of fire.

Its when Jesus sends His Holy Spirit on anyone who asks. Pentecost in Acts ch2 tells of when the 120 waited in Jerusalem for 40 days after Jesus ascended into heaven. It tells of the Holy Spirit coming from heaven and filling each person gathered in the upper room. Acts ch10 tells of those gathered in Cornelius's house when Peter comes and tells of the death and resurrection of Jesus. As he was speaking those gathered believed in what he was telling them and they received the Holy Spirit just as the 120 did in Acts ch 2. In both these events ch2 and ch10 the people who were filled began to speak in tongues and to magnify and praise God. Any person who wants to be filled with the Holy Spirit can be today if they accept that Jesus has died for them and their sins have been forgiven. You simply have to ask God; that is pray to be filled.
