Drink lots of water. Avoid pedicures. Make sure you do not have a fungal infection. If you are getting pedicures or use any kind of rough object to scrape "dead skin" off of your feet, then this could very well be the cause. The skin on the heel and ball of the foot, where callouses form, needs to be thick to be healthy. If this is constantly being removed, your skin will crack. (personally, I think pedicures are not only a waste of money but should be banned)

There is one amazing product that no one knows about for cracks on the fingers and feet. It is called liquid glove and it is sold at home centers. It is used as a rub in lotion that keeps crap from staining or sticking to your hands while doing painting or worrk, but it is amazing on the cracky feet or winter finger cracks.
I start wearing it when the winter weather comes.

at night after showering, rub a nice amount of petroleum jelly all over feet, put on some socks and sleep through the night. the next day they should be soft and smooth. continue this as desired.

try putting a lot of moisturiser on them. trust me, it works
