Chocolate Icing - What are the quantities of icing sugar to cocoa powder when turning icing to chocolat?

I asked this in cooking ages 20 mins ago, its dead - and you lot are always on the ball - can anyone help?

i never do measurements ... i just add till it looks a nice deep brown
i dont think it would ruin it if you added too little or too much
its the water consistency that would make a difference

But why is there still icing sugar?
