You should only have to pay the taxes in the state you live and register the vehicle. If you are buying it privately, in most states you can go to the local (purchasing state) DMV and get an out of state temporary tag. As long as the title has your out of state address listed as the buyer, you can get an out of state temporary. If you are getting it from a dealer, they can or should provide you with an out of state temporary. But some dealers also have the customers motor vehicle work done for their customers. Just make sure they have your out of state address so they only charge you your states taxes. IF they do your motor vehicle in the wrong state, and the tax rate is more in that state, you will have a lot of trouble getting a refund! But your state will have no problem collecting any difference if the tax is less!! In my experience if the dealer charges you sales tax on the vehicle, then they do the motor vehicle work. If you do not pay them sales tax, then it is up to you to do your own. And as I said, private sales it is entirely up to you pay the sales tax in your state.

i live in NC and recently bought an acura in PA. they put a 30-day temporary in-transit plate on my car. I then had to register the car in my homestate and pay the taxes and fees. I traded my old car when I bought the new one- luckily NC recognizes an out of state trade and charged the tax on the after-trade cost. some states do not so you end up paying tax on the full cost. If you plan to do that make sure the state you live in recognizes out-of-state trades.
