Smart black suit, not nessecarily white shirt, maybe pink or light blue. Coloured tie. You are looking for a smart look, but not too formal, ie not funeral, masonic, lawyer.

I am in agreement with others to an extent. And yes, a nice clean pair of knickers, worn on the inside is a good start. Socks also.
Otherwise, I think you would look fitting in either a suit and tie, or upscale spectrum of smart casual. I would think at least a sport coat with or without a tie makes a nice "fitting" (or finishing) touch.

If I may say so, your gender and ethnicity is irrelevant. I usually wear so-called 'smart casual' clothes when visiting Parliament, which most other visitors appear to do also. Enjoy your visit.
