I wanted to control the project cost and at the same time the current schedule,actual start dates if it's meet with the given time frame.I am more focus on planning and scheduling for engineering and construction.

Primavera P3 is probably more powerful (and more expensive, longer to learn, etc) than you need. Microsoft project is okay. When I was working on large projects with tight budgets, the tool of choice was Suretrack. This is a scaled down primavera product. Once you master suretrack, you could upload all of your existing projects to the full scale primavera project aty a later date.

I'm not in consturction management, but I have worked in the industry a very little, and I know some construction managers.

MS Project is very good for scheduling, at least.

I know that Primavera seems to be the software of choice - it is my understanding that is can do more complex construction modeling.

However, is you are just staring out, MS Project, Suretrak, or Prologue (I think its called Prologue) are more user friendly.

That could just have been me completely making things up.
