Like the guy above said - stop the brain drain, stabilize conditions in the country, complete industrialization....
Also, working harder than the Japanese helps ;)
They will also have to compete with China on that... and China has more human resources.
However, all they really have to do is come up with the first reliable power source that doesn't involve fossil fuels / non-renewable resources, and they will have everyone at their feet.
