how can i stop him doing this?

Yep---how did I know before I even saw any details that you have a male cat. For some totally unknown (to me, anyway) reason, male cats--just like mine--do NOT want their belly's scratched or touched--I've had 4 males and they were all the same about this. Females ALL seem to enjoy having their bellies scratched & rubbed, all my "girls" did. I don't know whether in the cat world this is a show of submission or what---I just know that this is how it is. Don't try to persist with this because you are going to get scratched real good with those back feet & perhaps even bitten. They always love to be scratched & rubbed around their ears, head, down their back--especially just above their tail---almost anywhere except the belly---leave him alone in that area. Cats generaly do not like their underbelly touched. Just keep your fingers away from there.
You could always get a dog, they love a good belly rub and my two cats and the dog get on fine together

The cats ticklish. Most are down there. Find other places to rub.
