western people talk and practise a lot about hygiene and cleanliness.yes it is good to be very clean in our eating and whatever we do.but it looks odd when i see people with plastic **** bags collecting shits when they take their pets out.but it is funny they spend lot of time chatting with friends, family members etc all the time with the **** bags.is it not necessary once the **** is collected to return home and clean themselves

Yes, you pick it up with the bag. It is the responsible thing to do. When you get home yes, you wash your hands.

Most likely your dog is fine. A medium sized dog needs to eat about a pound of chocolate (with dark chocolate being worse than milk chocolate) to have ill effects. Watch your dogs stool. You can also keep an eye on the wetness of their nose (though please note that dogs do go through dry-nosed periods during the day, especially when sleeping/napping) A dry nose for an extended period of time may warrant a little concern. The tinfoil should pass through you're dogs system unhindered over the next couple days to week. If your dog starts gagging uncontrolably or continuously throwing up, gets the "shakes", etc take her to an emergency vet (where they will most likely charcoal her). Otherwise provide plenty of water and just keep an eye on her for the next couple days. If you get concerned, feel free to call up to your e-vet or vet and check with the front desk staff.
