Generally speaking a Health and Saftey Policy is what organisations develop to demonstrate how they will manage their legal and ethical obligations with regards to the health and safety of all people effected by their business. I think what you are probably looking for are Health and Safety Regulations or Guidelines. There are numerous publications on the subject which if you look on Amazon or other such websites you can buy. Alternatively you could look at the UK Health and Safety Executive's (HSE) website which offers some free overviews on construction safety. The main Industry standard is the CDM (Construction Design Management) regulations, which gives legal duites of Project Managers, Contractors, Sub-contractors etc etc. HBSO books websites also offers some excellent material, with some free downloads.
