It depends on the girl and the age of the person trying to flatter her. What someone finds flattering is an individual thing. If the person giving the complements meant to flatter is out of her age group it will likely creep her out and could possibly be very inappropriate.

i'd like to answer this but i don't know how old you are and it depends how old you are because if you're as old as i think you are they will just think you're a creep but if you're not i'll change this answer.
