How to edit movie subtitles? what are the best software to use to do that?

I am talking about *.sub and *.srt and other subtitle files. Sometimes the subtitles are not in perfect sync with the movie and need to be delayed or forwarded a few seconds. What is the best software to use to edit or create subtitles?
