Particularly any info regarding the Quail who was either British Vice-Consul at St. Paul Minnesota U.S. or worked at vice-Consulate in St.Paul. His Children David and Baer were the first children granted joint U.S. British citizenship.

This file includes a David Quail, born in Liverpool, England in 1877, but linked to Ramsey co, Minn. His parents are named as George Quail and Mary Ann Noble. Sounds like your man?
Rootsweb has mailing lists that focus on all counties in the US, and usgenweb also has volunteer based websites for the same. If you join the email list, you can network with persons who might tell you where to find a death date for George, since I am betting he died prior to the social security death index. The list is easier, but cross check on the genweb site.
Since George would seem prominent, I"d expect to find a healthy death notice with lots of details, and possibly a biography in other county historical records.

LDS Family Search has tons of Quail entires for England. However, they spell it both ways, Quail and Quayle.

Swyrich says it is Scottish.
