So u have a V W jetta. What year the older models have a switch u push on the left side of the dash beside the steering col um. The newer ones have a knob u turn in the same place. But if u mean change the bulbs, then u just open the hood and on the back of the headlight u just turn the round black plastic piece and pull the bulb out then reverse the process with a new bulb.

Haynes Manual
What you do is get the Haynes Repair Manual for your Year and model of vehicle at Auto Zone, or another automotive repair shop. The manual will show you what and how to do the repairs.

Try the turn signals and turn them. SOme cars have the lights on that.
