And what's the point? Why not just say "I'll call you"? Is adding the two weeks a cruel way of making the other person hold on?

It probably means they are busy--at least they say when instead of 'I'll call you' meaning never. Or waiting the obligatory 3-7 days.

You don't have to hold on, just live life and in two weeks talk to them. If they don't call then, well....there's your answer.
