If a cars title says it is Previously Damaged. And it has not been fixed yet. Meaning the damage is still visible, but does not jeopredize the running of the vehicle. Does that mean it is a salvage title? It does not, on the title, say "salvage" But it does say previously damaged. I am just wondering if Previously Damaged, and Salvage could mean two different things or if "previously damaged" is just a nice way of putting "salvage"? The damage on this vehicle is the front left fender needs replacing. Other than that is in fine working and looking condition.

In some states it means both. You should check with your DMV.
But to answer your question....the only way to know about the mechanical aspect of a vehicle is to have your mechanic look at it prior to purchase.

I believe salvage means it has not title or it has salvage title where the repairs were too much to get fixed or the person couldn't afford to fix it, so the just set it up for salvage. Previously damaged could have ment it was damaged before and was fixed, but got damaged again if it is visable. OR it could mean the damage is there but hasn't been fixed yet.

it sounds like the vehicle may have been atotal loss insurance claim, inwhich the insurance co. sold the vehilce at an auction and an auto rebuilder purchased it for a bargin price. if you are buying this vehicle, take to a repitual collision repair shop [ bodyshop] and have them inspect it for prior damage,BEWARE!it can be hard for the advaridge person to spot prior damage. i myself am a collision tech.
