What does the second line mean?

Agni is the God of Fire, who takes the sacrifices to the Devas (Gods). So he is the intermediary.

A hotar is a type of priest, or officiant at the Vedic sacrifice.

I think it is merely saying that Agni, as the divine "Hotar" (he's the ultimate hotar, or priest, if you will, because he is himself divine, and intercedes with the devas) - lavishes wealth on the devotees. So, through offering sacrifice, one gains wealth - both spiritual and material. I think this is the meaning.

I sounds a little on the satanic side...shouldn't dabble in that stuff, will get you hurt.

In a Bible there are many books within the book. I would say book one is the first book within the book, then the 1st verse within the book.
