It was originally a ceremony to confer an advanced degree, but in the US they've started having ceremonies for everything from pre-school to graduate school. In other countries, it remains strictly for college or university degrees. The costumes (mortar board, gown, etc.) go back to medival times. It was and is supposed to be a rite of passage, of a person moving from one level to another. This site has a lot of good information:

graduation ends your years of learning from school or from any training. a certificate that you have accomplished the needed education is reflected in a certificate given during graduation
it marks the end of a chapter in your life and the beginning of another journey
a time to celebrate...
