The Regina Coeli is substituted for the Angelus during Easter Season which is from Easter to Pentecost.

The Angelus is a prayer recalling the Incarnation. The Regina Coeli honors Mary.
You can pray any prayer any time, but should refrain from saying ALLELUIA during Lent.
Having said that, I substitute the Confiteor for the Angelus during Lent in my religious ed program.
