No, in fact it can be quite healthy. First of all, cutting out sugar can never be harmful to you. There are natural sugars in many fruits and vegetables, so these foods are especially good sources of natural sugar as they are also high in fiber and low in calories. In the case of wheat flour, if you are talking about ALL forms of wheat flour, there are many great whole grain substitutes: oats, barley, soy, etc. If you are just talking about processed wheat flour (not whole, stone ground, but basically white flour), then you can find all sorts of breads and flours made from 100% stone ground whole wheat, a much healthier alternative, as it contains the bran and so is, again, naturally higher in fiber.

Yup.... your body needs some of those moderately to be able to function properly... it's all about balance. You can cut some sugar out...
not too sure about the wheat... but it's way better than eating stuff with flour as flour can get converted to sugar once it's in the body.

Yes. it is not healthy. Although processed sugar is bad for you. Natural sugar is mandatory. And wheat fights heart attack.
