It is perfectly acceptable and quite common place for the woman to make the first move or even propose marriage in relationships. If he is that shy, then make a subtle first move. Invite him to a lunch or a social gathering, both of which tend to be less date-like initially and therefore less stressful. Get to know him and move from there. Good luck.

Well...maybe you can start out by asking him how he feels about you.... and ask him what he sees happening between you and him whether its just staying friends or dating... as far as making the first move---well....honestly...I would just ask him for a coffee at starbucks or to lunch and then go from there.
