No you can't get a new license until you pay the ticket you received back in Colorado.
DMVs are linked together, usually by your SSN (social security number) or another series of numbers designed by the state. Here in California, they use one letter at the beginning & it'd look something like this A1234567.
Pay off the old ticket so you can get your license in Texas.

I got a Iowa License after losing my Colorado license. In Texas you should try to get a license, however, if you move back to CO you will have to pay the fine and pay an fee to get a Colorado DL again.

I think that u can't get one, till u take care of the stuff in colorado.. I think that they verify your id and stuff from the old state, before they issue u a new DL...

Ten years ago you could have done it, but not now. They check, and getting a license under false pretenses can land you in jail.
