Nothing beats a fast computer, but there are easy ways to optimize what you have. First off, download ccleaner, freeware cleaner that can free up some hard drive space. Then, defrag your computer, and make sure you don't have spy-ware installed from programs like bearshare, Morpheus, and the likes. Also, background programs like your firewall, IM services, things of that nature will use extra resources you could be using in your game. If your computer savy I would recommend doing a selective startup, access this through start, run, msconfig. This utility alters your startup system file, so be careful. Use this to remove unwanted programs from starting at boot. Now if you don't change this selective startup back to normal boot settings, your firewall, anti-virus, things like that will not boot on startup at all.

i would do what the last guy said. Some games will run better if you end some processes or some application running in background that you dont need on. Make sure you have atleast 1 gig of ram. Try updating your graphics card driver. There are programs out there that claim to accell your computer but i don't trust them. Just got to google and type something like speed up my computer.

Disable any unnecessary background services, like the Indexing Service. If you are gaming by yourself, not on a network, disable any networking services, too. Keep your hard drive defragmented. Keep your registry clear of any unnecessary entries/keys. And keep your computer cool and clear of any dust that would slow the fans down.

well if you already have decent ram and a decent graphic card... you could always go into the task manager and end some unneeded processes. if your unsure of what some of them are, just type them into google and it'll tell you

I would say get rid of any programs/files you don't need. Free trials, unused programs, ect.
