Propose to the legislative body of California so that it will be acted upon and made into law. Be able to find a good lobby group to support your proposal.

California is unique in that it allows the voice of the people to have power. All you need to do is type up your proposition then get a few thousand signatures supporting it (I forgot how many so you need to find out). After you have the required number of signatures, you can present it to the state legislature and get it on the ballot to be voted for.

either pay off ( lobby) a politician ...or the proposition has to generate some kind of revenue to line the politicians pockets or benefit them or their personal place of business that they own such as a law firm etc. Personally Cali can not enforce what they have, why add more
