A candle lit dinner on the beach at sunset. The crash of the waves, the smell of the sea, the beauty of the shimmering copper gold as the sun sinks below the waves....perfect.

depends on type of date, how long dating, environment where you are located, etc. Many intangibles.
My most romantic date ever was on a beach after midnight. Nobody around for miles, literally. We just laid there talking, looking up at the stars together.
That was over 20 years ago, and I can't look up at the stars without remembering that night to this day.

A dinner at a romantic and exotic restaurant which is dimly lighted and with a candle on the table. This will make the pupils dilate too, and hence leading to a more successful date.

the most romantic setting for a date is somewhere casual. Not somewhere like McDonalds. I would recommend a nice fancy resteraunt
