I have an idea for a new frozen meal and I was thinking of marketing and shipping it into the US and the UK.

\1- Is it do-able?
2- What does it take to pull it off?
3- Where can I find clear rules about this?

Yes it is do able but you will need to prove to the US customs that the product has been handled properly, and that it has been tested for certain diseases such as E Coli, Staph, Listeria, Salmonella, Etc..., you could contact the USDA to find out exactly what you would need, this is for the US I don't know about the UK
