First.
If a dog barks all day you can call the local police and they will contact the owners.
Second.
If there is any sign of neglect or abuse, which it sounds like there is, call the police as soon as you can. No animal deserves a bad life.
Third.
If you mean the dog is in the crate all day as in while the owner is at work, that's fine. As long as it has fresh water avalible and is healthy it can be kept in a crate while the owner is at work. The dog must be let out while they are home.
When my sister's dog was a puppy they kept it in a crate while they were gone because it was not yet trained.

Do you know the people very well. They might not know that the dog is barking all day. It is ok to have it in a kennel while they are working. As long as it has water. But it cannot be bothering the neighbors either. You can call your local animal control and report them. Then they are going to know it was one of there neighbors. If your friends with these people just try and talk to them, You sound like a caring person. Maybe you could offer to take the dog for a walk during the day for them. You didn't say about how old the dog was. I leave my tv or radio on for mine when i leave. It does help. Or maybe the could put up a gate in a room so the dog has more room and some toys. Offering some suggestions could be helpful to them. Good luck to you.

Call the local animal control officer or SPCA. A dog is required to have shelter (dog house or soemthing akin) and access to food and water. If these are being met they will likely NOT take the dog. But sometimes, in these instances, the person will surrender the dog rather then keep it.
Also, call the town/city hall and inquire about the local noise ordinance in your area. They may have a no noise after 10 PM rule. If the dog is barking after the time you can report them.

It depends on the size of the cage and the dog, but I think the animal shelter or control would be better than the police. We have dogs run around all the time and thats who we contact.

Is the dog being fed all the time? If he is malnourished, the ASPCA can take the owner to court and take the dog away on cruelty charges. You should call the ASPCA even if you don't know whether or not the animal is being abused. The dog does not deserve to live like that at all. Good luck.

Sound your neighbors need to get a fence or a leash. The first part of the post I was thinking next door neighbor and it is a property line thing. Then you said across the street. If the dogs are crossing the street to get to your yard, you need to keep contacting animal control. Explain to your neighbors, it's a safety issue for the dogs, they could get hit crossing the street.

You can call your local government animal shelter or non-goverment SPCA if you have one. They will do cruelty investigations... they will come out to your neighbors house and not revealed who called and investigate if it is a bad environment and if so, confiscate the dog.

Call animal control or your local Humane Society, They;ll come and take the dog away because of abuse. they should be in the yellow pages.
