Heat lamp near the cage. At night just cover and move lamp further away as so as the bird does not over heat.

How cold is cold? If your house is at least 60 degrees, you don't have to worry about keeping your parakeet warm. Keets can tolerate colder temps; they cannot tolerate drafts of any kind. A heating fan is a bad idea...they don't need or like air blowing on them. As long as you have the cage against a wall where there are no draft, the parakeet should be fine. They have layers of downy feathers that keep them warm.
If your house is colder than 60 degrees, you can put a desk lamp with a low wattage bulb on top of the cage, near a high perch, and your bird can sit under the light if it wants.

Place a reptile heat rock inside cage at same level parakeet likes to roost at night. You may have to make a wire shelf. Make sure keet can t get to electrical wire. This can stay on day and night for your keet to keep warm.

near the window partly in the sun is best and cover the back so that the heat stays in
heating fans may ultimately consume them by drying them out
better a light bulb in the cage or directly near it.

try a light bulb but im not sure if the bright light would bother them but dont do a heating fan as you will find a cooked bird ready to eat
parakeets are not the best birds to eat thats why they dont sell well at the store

Sometimes when it gets real cold here I use my heating pad on low and drape it over the side and then put a cover over the cage.

tima, to keep the parakeet warm, is to 1st, put it in a cage, then, put it outside where it is warm and suitable for the parakeet.
or u can ask for tips from the owner of the petsmart ot the vet.

Keep the cage away from draughts and away from windows if it is really cold outside. Cover up one side of the cage with a blanket.

Depending on how cold your place is.. Does it snow ? If not, Your bird will be find.. They do need to get used to normal weather.. They need to know when to molt and what seasond it is..When you have heat, It can upset them in there bad ways.. Breed early and dry there skin up.
