A draft of Iraqi men might help to distinguish the good Iraqi citizens from the insurgents.

One of the problems with your idea is that between Saddam Hussein killing many men, the war with Iran claimed many more and the two US actions claimed more yet. this is one of the main problems in Iraq. The crappy economy is a second in my view. Add major violence between the Kurds, Sunni and Shia and you end up with the current situation. Iraq is not like the US or even Turkey. there is no desire to "get along". Love thy neighbor is also out. For the US to think the Iraqi's will form anything but a theocracy is foolish. I see the Shia leaving the Kurds in the north pretty much alone and essentially running the Sunni out of the country. They will have many ties to Iran as they seem to already. Another issue with a draft is that many criminals and "insurgents" attempt to infiltrate the army and police to further their own goals.The background of an Iraqi is not as easy to check as say an American or Brit.

Drafts don't work. You don't know what you are getting. You may have drafted an insurgent who is a good soldier that just wants to learn the tactics and leave. By design drafts are not as selective in their recruiting or thorough in their background checks. In the end conscripts usually end up make your forces weak and ineffective. By the way in the tribal society that still exists in Iraq it is not uncommon for a tribal leader to pick several men from the community and send them to the army or police. So in a way there is a draft.

Because Iraqi resistance groups will try to use this draft and use new methodology to fight occupation forces and this will accelerate their final victory.
