From my readings the spirits of people who have died lay in a state of suspended animation until judgment day. Excuse my simplification of the process. The Bible speaks of evil spirits or non-worldy spirits and their mission is to deceive followers of God. They may deceive us by making us believe they are a dead relative or benign spirit. As soon as we begin to believe in it, we are attacked spiritually.

Ghosts, as in dead people who stay on earth, are against the Bible. The bible says that men are to live once and then face the judgement.

The Bible says that there is no such thing as ghosts. When we die, we are either in hell or in heaven. In Luke 16, it says that there is a barrier between the living and the dead that cannot be breached, so no ghosts.

In christian point of view ghost are dead people who have unfinish deeds or deads who are unable to pass to light becasue of low good deeds and unable to go to dark because of low bad deeds. In buddhism these are ones who are attached to living, so even if they want to passover their desires have strong will to stay. It is because if you are living in your body soul, lifeforce, and mind exist. But when the body dies there is no host to hold them so if the mind wants to have what it desire it become attached to it when the soul wanted to passover for freedom it will not go forth because the desire is still pulling the soul back as the mind desires it.
