my friend who is a girl is shy too, im shy also and heres somethings ive learned.

1) don't make her do anything she doesn't want to do. this usually won't help her get away from shyness, it will just make her more shy.

2) the more time you spend together, the shyness will start going away. with me i used to barly talk to her while walking at the beginning of the school year. but now we are talking the whole time and shes not that shy ans im not as shy anymore.

3) slowly start getting away from being shy, like speak out every once in a while or just start talking a little more to her so she will start talking more getting slowly away from shyness.

this is all i know, i bet theres better advice somewhere, but i hope this helps you atleast a little.

Maybe you're her first boyfriend and she doesn't know how to react. Start spending time together, to to the movies and stuff and hold her hand, gradually she'll open up more and do it in public, then work from there.

try and talk to her about it if it doesn't improve

Do not try to force her. Just take anything she does feel comfortable with and explore it a little more. If she feel comfortable she will begin to open up more.

tweak her nipples. I bet she won't be shy any more!

It could be that you are making her feel uncomfortable. Just ask her if you are.
