Stop washing your face so much...
Seriously, often the underlying cause of excess oil on the face is excess stripping away of facial oils caused by too much cleaning of the face.
Switch from Soap and Water to:
Cold Cream
Noxema
Warm water and a face cloth, without soap.
In fact, you may find that if you use a moisturizer at night, and then follow with an application of extra-virgin olive oil to your skin, that the next day your face will not be nearly as oily-dirty, and will instead have a healthy-looking sheen to it.
Also, add Borage Oil to your supplement list (only if your MD says Okay).
Borage is a plant source of Omega 3, and it is very good for skin and nail health.
Also, your environment may have something to do with this. Do you live in a highly polluted city where walking outside can attract millions of bits of air pollution to your skin? You may have to consider location, location, location (smile).
If you can convince your face that it is not under attack from the elements (or MAKEUP???), it will likely slow down the secretion of excess facial oil.
If you must use some sort of "pad" for emergency touch ups, try the witch hazel pads by Dickenson.

Wash your face frequently with cold water and use a face pack of grated apple. You can find more cheap, effective and natural home remedies for oily skin at the link provided.
