You can't force it. I'd say just keep it very healthy and go to a good stylist who can keep it looking good while it's growing so you don't have one of those "growing my hair out" hairstyles. Also, your stylist will tell you that regular trims actually make your hair grow faster. Weird, but true. Just make sure the person who cuts your hair knows what you're trying to do so you get what you want.

Most people's hair grows at about 1cm/month. In a couple months, that's less than an inch.
Sorry. And steroids won't speed it up that much, and they are harmful.
