You see, you say 'weight loss' when you probably intend to say 'fat loss'. You can lose weight but not lose fat, which is why it's important to differentiate the two.
If you have a certain lower weight you're trying to achieve, it is probably best to achieve that first. You see, muscle weighs more than fat, and if you run your program and find yourself with no progress, you may get frustrated and give up. When in fact, you may have lost fat but also gained significant muscle mass.
It's not entirely true that gaining muscle will automatically reduce the fat in your body. A gram of fat has twice the caloric value than a gram of carbohydrate or a gram of protein, but the body tends to use the easiest energy possible. So it won't progress carb to fat to protein, it will choose to store the fat and burn the carb or the protein. Unfortunately, your body doesn't care how aesthetically attractive it is - it's fully programmed for you to survive.
If I knew where you were now and what your goals were, I could draft you a plan. So you can either find a local fitness consultant to advise you, or email me and I'll get you started. Cheers.

Well, you can't really lose body fat and gain muscle at the same time. It's hard enough trying to maintain your current muscle mass when losing weight, let alone adding muscle, especially if you are female. The reason being is fat lose needs a reduction of calories and muscle gain needs an increase in calories. The two counteract eachother.
I'd suggest adding some muscle first and then lose body fat. Make sure that you strength train regualrly and get plenty of protein when losing body fat. You want to maintain as much muscle mass as possible.
Good luck : )

Ideally both will go hand in hand. Building muscle helps metabolize bodyfat more. Most people who work out will gain some muscle while burning the fat.
