For example, is 13 too young to start submitting your photo's? If so, can it be done with a parent's consent?

13 is too young to sign a contract, but freelance implies you will work without one. By the same token you will not be able to obtain model releases which is also a contract. So glamor photography is out for now.

If you are doing this for news photography, you may find that police and others will be reluctant to allow you access to events. Generally news credentials have to be obtained through sponsorship of your employer so you are on your own. Contact the county or state police authority to see if they will issue you a press ID. It might help if you were on the staff of a school sponsored publication.

All photos that you create are automatically covered by federal copyright. There is no age requirement to be author of creative works. Payment is insufficient by itself to transfer these rights to a publisher, so your parents will have to consent by contract terms for each sale destined for publication.

Not easy as firstly there is a legal restriction on the hours she can work. This sets her to a disadvantage to more senior pros who can work whenever they need to. Secondly being tied to one location is going to limit the number of clients further, and without transport this situation is not going to change. I think it's best to continue to do things for fun right now. It's hard enough to compete as it is, and she's setting herself a greater disadvantage. It's quite sensible though to use this as a project to give her an insight into how businesses are run, practicing things like budgeting, and resposibilities. You can loan her money, and see how it goes, but don't expect a profit. Then work from your friend network just to expand her experience. This will do well to set her on the right track in future.

You can be any age to have someone accept your photos for publication. To take photos of people or businesses may require a store or business license which brings age into play. It will vary with the city you live or practice in.

Not a matter of age. Just needs the ability to hold a camera, point, and shoot.
