Sure. You tie shoes with shoelaces.
You make a loop with the lefthand lace, loop the right hand lace around it, and push a loop from the right hand loop through, then pull both loops and you have tied your shoe. Velcro is easy. You buy shoes that already have velcro straps on them and just line up the hook strap with the loop strap.
Sometimes it's easier to wear flip flops or go barefoot.....

I like a challenge so I will try to answer your question. To velcro your shoes, first buy 2 long pieces of velcro at your local Hobby Lobby, Walmart, ect. Just wrap the strap around the center part, outside of shoe and lay the stiff end on top of the soft side. Should be very secure. Keep it simple and do not make it to complex, you can do it.

Instructions
STEP 1: Hold one end of each shoelace in each hand.
STEP 2: Cross them, making an X.
STEP 3: Pass one end of the shoelace under the other.
STEP 4: Pull tight.
STEP 5: Fold one shoelace in half while holding laces taut.
STEP 6: Wrap the other end around the folded end.
STEP 7: Grasp it in the middle after pulling it around the folded end.
STEP 8: Bend it into a flat loop and pull through, making a bow. STEP 9: Repeat steps 1-8 with other shoe.

Avoid the whole problem... go barefoot! Much healthier too, and nothing is as natural and comfy and stylish as bf'ing it
