I think the skin has folded in and captured the hair and caused a chain reaction or something. Half my head of hair seems to be affected. It seems to have grown down under the skin of my neck and along my jaw. This is going on 3 months now.

It's called an ingrown hair, and typically happens with curlier hair when it is shaved too close to the skin.

However, since you describe a rather large area, the problem could be folliculitis where there is bacteria or fungus in the area around the hair follicles. Shaving can also cause this, especially if your razor isn't disinfected.
