The question is: how much do you really want to become an artist?
What are your priorities? When I was much younger and had virtually little money I still had a strong drive to create. The money can be found by re-examining your priorities. Do you really have to see the latest movie or buy the latest cd? The money you don't spend to buy fashionable clothes or shoes, etc. will buy you a lot of paint and brushes. You'll find out very quickly that you don't need cable television or a cell phone or even call-waiting if the desire to create is strong enough.
Again, ask yourself what you're will to give up to feed your creative soul? When you can answer this you'll come up with the money for art supplies.

You could learn how to stretch and prime your own canvases, it's cheaper that way. You could also try painting on a good thick art paper or on canvas boards which would be a lot cheaper than the pre-stretched canvases. Don't use thin paper like writing paper because it will just buckle and frustrate you. Or, you can go to a lumber store and get particle board cut to size- super cheap! If you buy student grade paints, they are a lot cheaper than the "professional" brands, and I think often really they are just as good. Brushes don't have to be expensive, just make sure the bristles are soft. Craft brushes are super cheap and really not that bad. Just don't get hogs hair bristle brushes because they are good for nothing but starting fires with. You might find a way of painting that's economical but also unique. For instance I know a really good artist who always does small paintings in acrylics on paper. Instead of building up layers of acrylics, he lets it soak in- I think it's water colour paper- and it's actually a very beautiful effect.

Go to Walmart. You can get a pack of acrylic paints there for under $20 and canvasses or canvas board for like $3. Brushes are about $3 for a pack and also buy some floating medium to make your acrylic paints flow for another $3. So for under $30 you can set yourself up to start painting. It's what I did and now I sell my paintings on ebay and do commisssion work.

when i was in college I went to a materials resource center and got bunches of free tiles and wood and glass and I painted on those surfaces instead of canvas and paper. You can buy student grade acrylics and oils that will last you a long time. Brushes need to be good...but take care of them and keep them clean.

go to an art class and find out if a student wants to sell their painting stuff before they quit the course.

Paint is cheap if you arewn't picky. You don't have to paint on canvas either.?
