Clasic art works by artists such as Monet, Van Gogh, DaVinci and others should be available to the public as any copyrights have surely expired by now. Does anyone know of an on-line database where high resolution scans can be downloaded?

The above answer does direct you to nice scans. However be aware that not all the images are out of rights. European Union artists enjoy copyrights for life plus 70 years, so the works of Henri Matisse and Paul Klee for example, have a long way to go before they are free for use.
