As far as I can tell, that phone number is allocated to Danemere Street Creative Ltd. in the UK. They seem to be some sort of communications and marketing company. Their website is the sparsest I have ever seen.
I think I can safely say that you have not won the National Lottery.

Lotteries are a common scam. You didn't win any lottery you did not enter, and if you did, no legitimate lottery would contact you by email. Try typing the phone number in yahoo search if you want to try to trace it but do not call from home, could be a very expensive mistake

If you have been told you won a lottery that you didn't know existed and never entered, you are the target of a scam. Do not under any circumstances send them any money or personal information!!!

Who are they? Scammers, trying to collect some of your money. Just ignore them.
