No! They are not allowed to search your car without permission, and you should never, ever give permission. If they see something, in "plain view" in your car that they suspect is illegal, then they may have a right to search. If they arrest you, then they may have a right to search your car, "incident to arrest" in order to document what was in it.
If you are stopped by police, and are held there, ask them if you are free to leave. If they say "no", ask them to tell you the grounds, on which you are being detained.
I am a law enforcement officer, and I would never give conset to search.

They can search without a warrant only if you gave them the permission. They can not search your car without your permission and without a warrant EVEN if they observe something in it.

If they have resonable suspicion. Such as a smoke filled car, particular aroma exuding from the vehicle, a more jittery than normal driver, stuffing something under the seat, anything they question.

If they had probable cause they don't need a search warrant.
Or your permission.
Such as car smelled, you were DUI. Open container in the car.
If you were get a lawyer.

If they have 'reasonable suspicion', or what they feel may be 'probable cause, then yes. Were you driving erratically? Do you KNOW why they stopped you? Did they tell you anything? Since you did not say, it's difficult to give an answer.
Police usually do not searh a vehicle unless they feel they have a valid reason. Did they say anything to you? Did they find anything?

Normally no they can't. They can look and check the area around the drivers seat ( at least in our state)
And if they see anything in it, they can go ahead and search
And if you are arrested, they can (inventory) items in the car when they impound.
