How do I correct VFAT error? "VFAT device Initilazation failed". Iam trying to run windows 3.11 on W98 laptop

This problem could be caused by the file system that's currently in your hard disk right now. If I remember correctly, Windows 3.1 only supports the FAT16 file system. So if your hard disk is on FAT32 or maybe even NTFS. Windows 3.1 will not install on your system.
