Peroxide doesn't work like that.

She can wash her arm with the peroxide but she has to go out in the sun for 4 hours.

Don't use peroxide. It's awful for you. They sell hair bleaching kits at any drug store that are safe and harmless... buy that. Then read the directions on the bottle. Hydrogen Peroxide is a bad idea. Period.

When we were in high school, my Dad outright refused to let us dye our hair. So, my sister used to sneak peroxide into her shampoo and just wash her hair with it. It allowed her hair to ever-so-slightly lighten. If you apply direct peroxide, you'll see more lightening. If you were to put 4-6 applications of peroxide on the same spot, it would eventually produce a blonde streak. I don't recommend it, though. There's a reason we've evolved with using hair care products that do just that- CARE for your hair. Peroxide will strip the hair shaft, making it more susceptible to breakage. But if you try the peroxide in the shampoo trick for all-over lightening, it'll work fine. Just remember to condition often to counteract any dryness.
