of course not, they are just starting to learn right from wrong..Some kids that age dont know how to count or the alphabet.

No, but play therapy is a good start to try to divert particularly aggressive children.
Unfortunately, as a children's attorney, I have seen children as young as 4 years old be prescribed lithium. (I went beserk when I saw the Court Order, and ended up nearly getting sanctioned by the judge.)
However, there are some children who do get out of control, kill animals, set things on fire, will bite themselves until they bleed or pinch themselves until they bleed, etc. It may be tough to deal with and easier to "send them away", but I honestly believe that good, strong therapeutic behavioral modification should be explored first.

No, I think children age don't now right from wrong yet. I think if the child did something wrong then it should be taken up with the parents.
