Ok, here is the factual info, from a professional. Lasar treatment is one of the most expensive permanent hair treatments. ALL permanent hair removal methods must treat many of the hairs several times, so it seems like it's not working for a while. There are two others I know of: electrolysis, and electronic tweezer method.
Electrolysis inserts a tiny needle into the hair follicle, sends in some electricity to kill the papilla (hair growth center.) Some people report this as painful, but not everyone. The Electrologist can explain all this in more detail. I have had it, I have very sensitive skin, so it hurt me, but it worked.
Electronic tweezer method is almost always painless, but very hard to find because bad press over the pricing of the machine just about killed all the business for it. It does work. The hair is given 60 seconds of microwaves, it then slides out of the follicle. I did this for 2 years.
Waxing: painful, but it removes all the hair in one place at the same time. A warmed wax (specific type, not bee's wax) is applied to an area, a muslin cloth, cut into strips, is pressed into the wax and quickly pulled off (bandaid fashion.) Those hairs will not grow back for 2 to 3 months. Other hair that is just under the surface is not affected by this, so it will grow out even the next day, but there will be less of it. You do this four times a year for the first 2 years (usually.) By that time, and sometimes sooner, you should be able to only have this done twice a year. Then you will probably be able to go to once a year. This often permanently removes the hair. It is not called a permanent method because those results cannot be guaranteed. Generally, the thicker, heavier the hair is, the longer it will take to finish the process. Soft, fine hair leaves the fastest.
All the methods take a time and financial committment to complete the process. But sometimes people are so happy with the change in thickness, and sometimes color, of the hair, they stop there.

I agree wiht those two. When you wax the longer you do it the longer it takes for the hair to grow back until eventually it's permenant.
