Can an F-2 dependant get admitted to a commuity college in the usa.
please ONLY answer if you personally know this for a fact or from experience.

You can convert it into an F-1, but you'll have to pay at the same non resident/non citizen rate as your husband.

Technicall you can get admitted even if you are illegaly here. So Yes F-2 can get admitted. (Yuo probably had a bad analogy with the fact, that dependant of WorkVidsa holders cannot work in USA).

An F-2 can study parttime while in the US legally. If you would like to study fulltime, you'll need to change your status to an F-1.
